Navy Munitions Command Pacific East Asia Division Unit Pearl Harbor Holds Change of Command and Retirement Ceremony

JOINT BASE PEARL HARBOR-HICKAM, Hawaii (Aug. 7, 2026) - Navy Munitions Command Pacific East Asia Division (NMCPAC EAD) Unit Pearl Harbor conducted a combined change of command and retirement ceremony at the West Loch Annex of Joint Base Pearl Harbor-Hickam, Aug. 7. U.S. Navy Lt. Cmdr. Samuel Renfrow relieved U.S. Navy Lt. Cmdr. Michelle Dugan as commanding officer of NMCPAC EAD Unit Pearl Harbor.

U.S. Navy Capt. Todd Duez, commander, NMCPAC EAD, attended the ceremony and served as guest speaker, highlighting Dugan’s successful tenure as commanding officer. “Under your watch, you have made a monumental impact to the Pacific Fleet Naval Munitions. This team was able to answer the call, maintaining a level of precision and expertise from what you have provided throughout your career.”

In her remarks, Dugan lauded the composure, preparedness, and commitment of the command’s Sailors and civilians in successfully navigating challenges as a team. “To the team who made the mission happen every day, know that what you do is vital,” said Dugan. “Ammunition is readiness. It is deterrence. It is the quiet, disciplined work that ensures our fleet can fight when called upon, and you do it with the upmost professionalism and pride.”

Renfrow commended Dugan for her guidance and leadership she exemplified during her time in command of NMCPAC EAD Unit Pearl Harbor. “Michelle, your leadership, steadiness, and dedication to this team have shaped them in ways that will endure long after today.” Renfrow added, “As you retire, know that you leave behind a legacy of excellence, mentorship, and commitment that will continue to guide this team. We are all grateful of your service and the example you lead.”

Prior to assuming command of NMCPAC EAD Unit Pearl Harbor, Renfrow previously served as the combat systems maintenance officer aboard Nimitz-class aircraft carrier USS Ronald Reagan (CVN 76).

NMCPAC EAD, as fleet ordnance support under U.S. Pacific Fleet, coordinates efforts to ensure effective worldwide ordnance logistics support is provided to combatant commanders, Navy component commanders, and numbered fleet commanders.
